The GFSZA of 1995 (Rev) prohibits carrying within 1000 ft of K-12 schools unless the person has a permit to carry. Most streets are closer than that. And citizens drop off and pick up thier children usually with their firearm in the vehicle. Until the federal law is changed, a permit may be the safest way. Once convicted of federal violation, you lose your gun rights. |

A license may be proof that the person is not prohibited from carrying a firearm and that the person has passed a safety course and can handle thier firearm so they are not a hazard to themselves or the public. Any firearms instructor knows too well that many people need the training. |

A past governor of Arkansas has already defined the Journey clause in response to a direct letter of that topic. I will try to find the copy for reference. The ASP has also referenced it in the ARCHL or CHCL literature. A voting precinct does not qualify. |
